It takes a "while" to find equipment. But that's in you-time. Not even a nanosecond passes in real time.
You get it up and running. The radio waves are stationary. So you're able to get a ping. But only one. Your equipment is also frozen in a moment as well.
From what you can gather after a lot of trial and error, flitting back and forth between Limbo and real time, is that a signal is being broadcast to keep the bombs in 'sleep' mode. And the source of that signal is...coming from the mouth of an old guy who's sitting in a chair near the stage, nursing a cup of ice and muttering darkly to himself.
