5e - Black Ops-like Mercenaries

I'm looking for a GM to run a game where the players are members of a mercenary group that performs clandestine black-ops missions for nobility, royalty, or anyone else who can afford them.

My interest is in playing a Half-Elf 13th level Rogue.

I'm a veteran 3.5 player and miss the 'skill monkey' rogue.

I'm looking for a GM who will allow me to play a variant rogue (I'm affectionately calling it: The skill monkey) that I've made.  The difference from the Rogue in the Player's Handbook being that instead of gaining the expertise ability at 1st and 6th level, the rogue expertise ability replaces the sneak attack progression so that expertise is gained on every odd level (and no sneak attack is gained).

As for the Expertise ability gained at 1st and 6th.  These would be switched out for an ability called 'Skilled' (You gain proficiency in any combination of three skills or tools of your choice; just as the feat of the same name.)

I would also like to use this homebrew background (Prodigy)

https://www.dandwiki.com/wiki/Prodigy_(5e_Background)

I would like the party to consist of 5-7 (with a varied range of classes represented) characters (based on GM comfort)

Setting: The bulk of my gaming experience has been in the Forgotten Realms, but am open to other settings or even a homebrewed world.

Any official 5e sourcebook as well as UA material would be permitted.

I would like for there to be the following stat array for all players to be assigned to their attributes as they see fit (18,16,14,12,10), with the option to lower a higher attribute by an amount in order to raise a lower attribute by the same amount.

example: lower the 16 by 2 and raise the 12 by 2...then lower the 18 by 4 and raise the 10 by 4...for a final result of 14, 14, 14, 14, 14, 14)

If this ever gets off the ground, I might be interested in joining.

Black ops appeals to me.

Don't know what race/class combo I'd look at though, and have no suggestions on homebrew at this point.  I've been playing 5e for a few years now, but only on here - so I'm still a novice.

I'll keep my eye on this.

I would love to play a black ops sniper in this if it ever gets off the ground. Perched in a nest, hundreds of feet away from the battle dropping enemies before they even see I'm there. Yes.... someone make this happen.
