Based on your success rate for just getting a game going, I'd be excited to try. I probably can't do much worse. Though if I do I hope it leaves you no worse than you are now.
I prefer greyhawk over any other prefab world. I played Living Greyhawk in 3.5 and much of the lore is saturated into the system regardless of the edition. I know the least about Greyhawk, the jewel, itself, and more about elsewhere in Oerth, such as Dyvers, Bandit Kingdoms, and Shieldlands. I would be not only willing, but excited to read up on the changes, and differences in 5e. I love the criminal theme (?) for 5e, and would really like to see your thief have it. If not your thief, then maybe another major player.
My idea would be an arms race against the lawful entities as well as misery noble caravans. There would likely be big scores, a few being stings set up by the guard or merchants, but many legitimate but risky marks. Most would be staple thefts though, or those where you'd have ample "outs" planned out as Larry Lawton puts it. I'd probably want to assemble a list of, oh, maybe ten NPCs both protagonists (rather on your side) and antagonists. Some would be mooks, some major players, most that do as their told but without true conviction. In fact, if you'd prefer I can even make rival thieves's guild, or one where your party could try to join and take over from the inside. We can have the Tu Pac thieves code, to robin hood's "rich do not keep their earn, for nor vice versa" to "I covet what the system has denoted I may never have" all the way down to "I enjoy the fact you take solace in the guard protecting your wealth. All the better that I may pick your paltry locks"
I'm thinking of a "death" of a party member being rather like the British capture of the best locksmith and giving him a free release if he could pick the "unpickable"
lock. So while merchants' guards may strike to kill, guards would strike to capture. This would also create impromptu prison breaks, which could be fun. The idea would be fail forward, and should you all get captured, worst case scenario, you'd meet some shady person in the joint who may want help for the "Great Escape".
I have the above the idea, and I'm excited! For the mere fact IRL my "religion" being the practice of sedition. I've had both RL and fictional depiction of crime sliced thick and thin and I have confidence (other than RL interference) that I can GM a game pulpy or gritty, or somewhere in between. I would highly prefer the game be mature, but would be negotiable on either other category if the players and circumstances warrant that discussion.

I also considered Lankhmar, Tharbad or a homegrown city that I made a Thieves' Guild for. The one in Greyhawk seems more like today's Republican party.
I'm figuring that no matter what city gets used, there'll be some players who won't know anything about the city anyway.
I thought this game had gotten started long ago, but I guess no one wanted to tackle Greyhawk City.

Those 4 weeks of busy time actually turned into 3 years of busy time. I'm not terribly familiar with cities in any setting (other than Eberron). Let me see if I can find more info on Greyhawk specifically, so I can do the setting justice.

Are you looking for robbing places? Assignments like collecting protection fees around the city? Jobs for assassination? Do you want to always be given assignments to go do, or you have free reign of the city and only come here as a safe spot?

member, 375 posts Thu 8 Apr 2021 at 14:24 | Greyhawk Thieves GuildMy intent had always been to have several Thieves' Guilds where each specialized in some particular aspect of thieving. While Greyhawk City has a unified guild, you could still have factions that did different things: second-story work, art forgery, protection rackets, kidnappings, cutpurses, spying, highway robbery, etc.
If you limit the PCs to one kind of operation, then they'd need to tailor their characters to that. Otherwise, let them make up characters and see what the characters are good for.
Personal preference would be to have a mix of assignments and choice. Say, once a month the Guild requests your services for some job. The rest of the time, you are on your own.
Without going back and re-reading about Greyhawk City's Thieves' Guild, I'd tend to go with that it exists in an equilibrium with the authorities; that is, the authorities tolerate the Guild because the Guild keeps its thieves in line. If it was rampant chaos, the city would have to spent a lot of money, effort, manpower and resources to curtail it. That may also be prompted by the Guildmaster blackmailing one or more officials (there's a couple of adventures right there!).
So, as long as the PCs don't get too carried away (rob too much or from the wrong people, or starting leaving a trail of bodies), they should be fine. That's not too say one of the other factions doesn't try to recruit them or sabotage them or even kill them if they get too successful.
Ultimately, they need a source of information about targets, be it overhearing servants talking in a bar or disguising themselves as someone who could reasonably be in the right place. Beggars, bums and homeless people that might be on a street tend to be ignored as if they weren't there. So, they could overhear significant conversations... or just leads.
Or, imagine the Authorities asking them to do a 'job'--dirty work that the sheriffs, bailiffs, guards or police can't or won't do! Plausible deniability!

I like a lot of what StarMaster said. I could get behind that sort of game. It does not have to be Greyhawk, I just like the city as a GM, and wanted to experience it as a player. But I am very flexible on what city or fantasy world it it located in.
As far as Assassination type missions, I don't see thieves getting into that, as usually there is a guild of killers around. but not always.
