[MnM 3e] The Black Mask Initiative: Squad 13

The Black Mask Initiative, officially known as Joint Special Operations Command (JSOC) Task Force Black, is a government-sanctioned expendable black-ops unit founded by the Joint Chiefs of Staff during the Vietnam War, hidden within the structure of the MACV-SOG, that enlisted incarcerated superheroes and supervillains to undertake high-risk, covert missions in exchange for commuted prison sentences. MACV-SOG originally designated the group Squad 13 during communications in order to confuse Soviet intelligence as to the number of actual metahuman teams in existence. A tradition they continue to this day.

Normally, the team is only used when all the more conventional methods fail.

Participants of The Black Mask Initiative operations are promised reduced prison sentences should they succeed in their missions, but are also implanted nanotech bombs in their necks as a precautionary measure to kill any member who tries to abandon the mission.

When not on a mission, Black Masks are held at The Coffin. That's the Federal Joint Regional Correctional Facility to you. The Coffin is a prison facility specially designed to contain metahuman criminals. Located almost a mile under Brown's Island, North Carolina, it is one of the most secure facilities that the United States government has ever produced.

And all of it, the Black Masks, the Coffin, the Island, even the Marines that protect it from Camp Lejeune, are all under the complete and total control of one Mr. Nobody.
