Personality:
Arturo is a man of intelligence and a dry wit.  He is quick to smile but not offer the jokes in his head unless he's certain those who hear it will appreciate it.  He likes reading but very rarely uses a quill.  In his opinion he doesn't form letters.

Not an angry man, he is given to slide into neutrality over taking a side.  Years of learning training him to observe not interact make him a keen witness.  He's very knowledgeable about the library and can find almost anything relatively quickly, as long as he has the right framed question.

Background/History:
Arturo's father for as long as he can remember has been buried in a book.  Likewise his training from an early age was to put tome after tome into his hands.  Contemplative silence has always filled his ears, so attending the Academy and suddenly being around peers that were loud was disturbing.  It took time for him to realize that the rest of the world is unnaturally loud.

He easily made it through his courses.  Arturo has had very little in the training of politics.  His father preferred to have his son shadow him.  He has been present at all except the closed Republic meetings, usually taking notes.  His father, hypercritical, has given him a shaken hand when it comes to lifting a quill.  He constantly questions his ability to write and take down note accurately.

His father's death has magnified his worries about his limitations.  While his outward appearance doesn't betray this- he is somewhat terrified.
