Uncreate Character Sheet

If a character sheet does not exist, and has the words 'Create Character Sheet' at the top, is that definite proof that no character sheet has ever been created for that character?

Or could a GM reach that situation by 'uncreating' a character sheet that previously existed?

I'm asking because we have a disagreement over whether a character's details were ever stored as a character sheet. Does the existence of those words settle the argument or not?

If the GM has never given a player access to the character sheet editing option, nor added the character sheet themselves, then the player could never have made one... at least in the character details section.  Once the GM hits the "Create Character Sheet" option, it leaves at the very least a blank character sheet box which the GM can see with "Edit Character Sheet" over it.

Does that answer the question?

ETA:  At least that's what I'm seeing when I tried it with an NPC who'd never had a character sheet attached in one of my games.  Even when I left the sheet blank, it still showed a box and the option to edit it at the top.

Also, if the character sheet contents had existed and then been deleted by the GM and updated, the words "This message was last edited by the GM <"Name"> at <time>, <Day month year>" would appear in the block.
