At one time claimed by Skyrim, Solstheim is currently administered by the Empire. Approximately 45% of the population are Nords, followed by Imperials at 23%, Dunmer at 13%, and smaller numbers of the other races.

The Tamrielic Empire controls all of the continent of Tamriel from its seat in the Imperial City in the heart of Cyrodiil. However, Morrowind enjoys a degree of self-rule in that the province joined the Empire voluntarily and was not conquered. Still, the Empire maintains a presence in every province of Tamriel, including Morrowind.
