BESM 3rd - Adjusting Incapacitating

After being re-introduced to the BESM system, I had a look through and found myself a little caught up on how to handle something mechanically. I was working out how to create a paralysis effect using the Incapacitating variable of the Weapon attribute. The idea was to create an effect that was difficult to resist, but relatively short lived. However, the Incapacitating variable increases both the penalty to the opponent's roll and the duration of the effect simultaneously. I don't see the effect I'm going for lasting more than, say, the five rounds of Duration 2, but want it more difficult to resist than just the -2 penalty that two ranks of Incapacitating would provide.

Is there any way to adjust this CP wise, like some kind of custom restriction (I checked to see if I could do an inverse of the standard variables, but it doesn't seem to work that way)? Or would I just spend the points as normal but declare that the the Incapacitating effect has a shorter duration than the rules says it normally would and leave it at that?

If I'm any guess, since you buy 2 things for a point, just sell one of them back at half a point (or rather, you need 2 levels to sell a point back).
