BESM 3 Question, DO NOT respond with d20 answers!

So I was thinking of American Football players, and I started to wonder how one would go about statting the knockdown effect of a tackle on a victim. By default a "throw" allows a pre grappling character to do a knockdown effect for his regular damage. I thought this might count as a very limited Extra Action with an unpredictable roll of 12 (due to a stat of 3-4 and a skill of 1-3 in football for the opponent) but instead of using a static value of 12, it would be opposed (and thus commonly about 12, but not always).

So the question is: What would you put it at

A) 7 points (Half of Extra Action)
B) 5 points (because you also got that -2 Restriction there)
C) 2-3 points (As a Combat Technique that can only be used with a single attack with maybe an extra point for the Link requirement)
D) Some other value (Please Specify)

I would probably put that down as 5 points, but It really is up to your ST.

I don't have an ST (Nevermind the fact that Arthaus was bought out by White Wolf), but I'm the GM. So far I've mostly gotten B and C as the responses in the multiple areas I've posed the question.

What in the blue hell is a Half extra action? BESM has extra action or no extra action. There are no half actions or extra half actions. What are you going on about?

Edited for snark, so here's the basic format

I read it as the cost (7 points) being equal to half that of an extra action, not that you get an actual extra half action.

That's pretty much it, with the only allowable action being a single offensive one, not any general actions. So um... half the utility=half the price.

Re: BESM 3 Question, DO NOT respond with d20 answers!

Yeah,I wouldn't allow that in my games. Extra attacks have a 15 point cost for a reason. With your half actions at 7 points people could buy 2 half actions at 14 points and pull off devastating 3 attacks per turn without penalty. When you factor in 2 weapon fighting you are looking at 6 attacks in one turn and literally who goes first wins. BESM 3rd is a game of glass cannons already because anime  fights are supposed to be flashy and short. This makes fights nigh instant and dull.

You're over thinking it vastly. I'm looking at point value not for an extra attack, rather for an additional effect on one attack. Extra Attack is literally serving zero other purpose than a pricing yardstick. It'll be a one off Weapon Variable worth 5 or 7 or whatever point value.
