Crazy-Ivan:
Basically, you get your +2 damage on -every- power that has a Weapon keyword, on top of any other bonuses you might have.
Damage must be "rolled." Powers that do flat amounts of damage (often as a secondary effect or attack) wouldn't benefit for that flat damage, such as in the Fighter at-will power Cleave. The main damage roll would get the bonus damage, but the damage done to the
other adjacent enemy would not get the +2.
But the Fighter at-will Dual Strike, would get +2 damage for each attack since the primary and secondary attacks are both rolled damage (assuming the relevant main and off-hand weapon was a qualifying type for the attack).
Or unless you had other bonuses that were *also* "feat" bonuses. Dwarf Weapon Training grants +2 feat bonus to damage rolls. Other feats may also specifically grant "feat" bonuses to damage according to their text (Weapon Focus, others), which would not stack with Dwarf Weapon Training.
