DnD 4 proficiency Question

DnD 4

If I have a dwarf weapon proficiency (+2 hit and +2 damage) and use a cleric power STR based, like Righteous Brand (1[W]+Str mod) does the +2 of damage is applied or it's only applied on a normal melee attack?

to my understanding the proficiency bonus is considered base damage for calculating full damage.

So when an attack says W+STR, the W = what you would calculate out as your base damage.

It applies to any attack made with that weapon. It wouldn't apply to implement attacks, but any weapon power would still get the bonus.

Actually, the [W] on a weapon power's damage listing is just referring to the dice.

Cleave, for instance, does 1[W] + Strength damage. With a greataxe and 16 Strength, it would do 1d12+3; with a heavy flail, 2d6+3. At 21st level, it increases to 2[W] + Strength, so it would be 2d12+3 or 4d6+3.

Just replace the [W] with whatever dice you use for your weapon, then add in all your modifiers.

Basically, you get your +2 damage on -every- power that has a Weapon keyword, on top of any other bonuses you might have.

Damage must be "rolled." Powers that do flat amounts of damage (often as a secondary effect or attack) wouldn't benefit for that flat damage, such as in the Fighter at-will power Cleave. The main damage roll would get the bonus damage, but the damage done to the other adjacent enemy would not get the +2.

But the Fighter at-will Dual Strike, would get +2 damage for each attack since the primary and secondary attacks are both rolled damage (assuming the relevant main and off-hand weapon was a qualifying type for the attack).

Or unless you had other bonuses that were *also* "feat" bonuses. Dwarf Weapon Training grants +2 feat bonus to damage rolls. Other feats may also specifically grant "feat" bonuses to damage according to their text (Weapon Focus, others), which would not stack with Dwarf Weapon Training.
