IC D&D 3.5 environmental game

I was reading through some old supplements and began to wonder if there was interest enough to run an adventure or two based off of the Races supplements and the three environment books that Wizards put out.

The overarching plot would be that an evil ice god wants to expand the frozen wastes.

I'd be limiting races by LA and sourcebook. Classes would be more open.
Typically, only one member of each race would be allowed.

Fascinating.  That would be of interest to me.  Would you have people on several sides of the coin?  Like say, people from an arctic environment who don't want their homeland to be seen as the bad guys, and then people from bordering nations of more temperate climes who are fighting against the expansion?

Not the arctic races, such as the arctic dwarves, snow elves, uuldra and neanderthals.
Those that settled there that are not native, yes and to counteract that I am allowing the Races of Ebberron sourcebook.

Over time, I might mess with things by bringing in some of the more benevolent frostfell gods.
