Street fighter Tournament (IC)

I am thinking about running a game based off Street fighter, where the players are fighters who are looking to take down a global criminal organization.

What would be the better system for this? Mutants and Masterminds (with the Metahuman Martial Arts suppliment) or Ninja's and Superspies?

White Wolf actually put out a Street Fighter RPG with at least two sourcebooks years and years ago.  It uses the same d10 system Vampire does.

Then Mutants and Masterminds or BESM 3rd would be pretty good.

Also, isn't there a system that replicates Arcade Fighters out there?

There is. It's called Fight! However I want the game to be more than a series of battles. I want the main story to be about taking down the crime syndicate and saving the world!

Ninjas and Superspies is Palladium system; that will turn a lot of players off right there.

Ninjas and Superspies has an incredible number of systems designed to interlock and dance around, none of which are used to any effect whatsoever, and all of which, even if they were used, are obsoleted by having access to Butterfly Kick and a high PP score.

N&SS also lacks Hadokens.

I'd encourage you to look back at the Street Fighter RPG.  It's surprisingly different from the core World of Darkness system, has a really unique combat system, and has all the Street Fighter styles and lore baked in.  The out-of-combat stuff is typical WoD, but the fighting system is intricate, tactical, and full of flavor.

I'd really advise against using M&M, specifically because of the assumed scale.  In M&M, it's really easy to accidentally make a character who can outrun a Ferrari, leap over a skyscraper, or punch a tank in half, just by taking relatively modest ranks in certain powers.  Noncombat powers also scale up in size and scope very rapidly.  It doesn't do that sort of... super-normal that Street Fighter characters usually represent very well, in my experience.

Well, in M&M's defense we're talking about a genre where Streetfighter had a mini game where you beat up a car with your bare hands.

Having played the Street Fighter RPG, I can attest that beating up a car is entirely possible. The game actually plays up the story elements in the original game, giving PCs a chance to be operatives for a UN-backed group fighting against Shadoloo. Basically, imagine Agents of S.H.I.E.L.D. except that everyone has stupidly powerful martial arts.

Peeps, she's said she doesn't like the SFRPG. Can we not push a system she's rejected?

That said, the criticism of M&M is valid - it is hard to get the scale you want.

I think the reason a lot of people with experience are pushing the Street Fighter system is the misconception around it.  A lot of peoples' sum total experience with Street Fighter RPG is with its ill-begotten spawn, World of Darkness: Combat, which took the moves and then stripped out the movement, initiative, and damage systems that actually made it work.

Street Fighter RPG is definitely a product of its time, but it does play surprisingly well for its age.  I was skeptical, but found myself convinced.

If Street Fighter is wholly off the table, there are a couple interesting alternatives that come to mind...

  1. FATE
    Taking combat to the furthest abstract, you could have Special Moves as stunts or even Aspects.
  2. Legend of the Wulin
    A wuxia style game with a very thematic combat system focused around a game of narrative Top Trumps.  Unfortunately, very weapon focused and a lot of adaptation required.
  3. Feng Shui
    All the spectacle and none of the hairy mechanical mess.  Unfortunately, a majority of the archetypes in both editions are focused on Gunplay.  It'd be tough to differentiate starting characters without building whole trees of fu schticks.
  4. Savage Worlds keeps coming to mind for reasons I can't explain.  I am not too familiar with it overall, but something in there is drawing my attention.  More research required.

I'd be interested in Legends Of The Wulin, as suggestions go.

That most of its as-written weapon tags are weapons isn't any more of a problem than the fact one of them is 'unarmed'. Working the loresheets to fit the setting would be a good idea, too, but creating/adapting loresheets is something you do anyway, unless you only use existing material.
