IC: 4th Edition Eberron game set in Sharn

I'd like to run a 4th Edition D&D game set exclusively in Sharn. But Sharn with a few particular aspects emphasized and a few others deemphasized.

The primary conceit I'd want to have in place is that just as the wider world consists of points of light, of which Sharn is but one, Sharn itself consists of points of light, represented by individual and specialized locales. There are the usual trappings of a city, the social hotspots, the business areas, the ports, etc. but outside of these, an inhabitant might cover winding miles of corridor, stairway and road without encountering or even seeing anyone else until they are very close to their destination.

The point would be to make being in the city inherently more dangerous, to less of a safe-haven and make it more of a place where it helps to be an adventurer and to have adventurers around. An apartment or shop could be found in ruins, the inhabitants gone, with no witnesses to the agent of destruction. A section of a tower - or even an entire tower - could be accidentally or purposefully isolated and forgotten about, while it becomes the locus of some unneighborly goings on. Monstrous infestations could occur, be rooted out, and then recur elsewhere. A sealed warehouse might still contain some salvageable goods or even treasure. Meanwhile, gangs, cults and dragonmarked houses would be involved in curious activities that might oppose, complicate the lives of, or even employ talented freelancers.

In addition to adventuring, I would want the game to explore this overall concept, as well as other things that go into a city. What are the ramifications of gangs that consist of halflings, or changelings, or monsters, or people with, in effect, mutant powers? What is it like when not only are communication, transportation, healthcare and other important aspects of life controlled by a few powerful families, but the use of those services entails direct interaction with members of those families because only they can perform the service involved? When there's a new hit play or performance to which everyone is flocking, what's it about?

So, is anyone interested in this concept?

I am very interested. The concept is very creative and intriguing, although my only experience with D&D is with the 5th Edition, I'm sure it wouldn't be too difficult to transition.

I can't exactly say, since I'm not very familiar with 5th Edition. What I'm hoping to do would mainly require familiarity with Eberron and some of the general nature of D&D. I'd want there to be some combat, or at least some action, so players would need to know the basics of the rules, too.

I can get my hands on the Core Rulebook and go through the combat rules to see what's different. I am vaguely familiar with Eberron, but all the games I've ran have been homebrewed. I'll run through some wikis today and re-acquaint myself.

Okay, cool. Part of what I want to do with the game is to take some of the ideas in Eberron one or two interesting steps further, because the world is on the cusp of a lot of changes. Some historical things will remain true: there are 12 existing dragonmarks, there are warforged, etc. but what those have meant up to now and during the Last War might not be what they mean tomorrow.
