Magical Monster Fighters?

I recently reacquainted myself with a few old friends, and we talked out a game idea. I'm interested in hearing what everyone here thinks about it, or if anyone is possibly interested in it.

The game would take place in a small town inhabited by three types of organisms - Monsters, Teenagers, and Animals. No adults. Just children growing up and dealing with a standard set of issues, with the added trouble of there being monsters and other teens with superpowers threatening their territory.

Characters would be encouraged to form alliances, try to find or create some sort of structure in their lives, and generally explore the town around them. It would be a highly story-driven narrative, focusing on the world around the characters as well as the problems they have to face. In addition, it would borrow a significant amount of inspiration from dystopian novels such as Divergent and Maze Runner, as well as take after Magical Girl anime such as Lyrical Magical Girl Nanoha and Tokyo Mew Mew in some ways.

Weird combination, I know.

Not such a weird combination:  take a look at Charlotte, A Certain Magical Index, A Certain Scientific Railgun, and maybe Kore ha Zombie Desu Ka?

You going to do free-form or use some kind of system?

This sounds potentially interesting, but I too would like to know how combat would work.

It would likely be Freeform with GM Guidance, because I know that everyone who I've invited to play knows how basic writing works. Or, maybe, it would work similarly to how God Games work. With a character highlighting their action in bold, then in italics the GM narrating the effects of the action.

If I can convince the other players, though, I've been dying to try Magical Burst. Which seems like a fun system overall, though it's not a searchable system yet. It would require modifying things a lot, just for the purposes of the campaign, and learning how to design a battlefield map. Buuuuuut, it would be cool.
