This game would be set in the modern/near future, during the events of Metal Gear Solid 4: Guns of the Patriots. Gameplay would have elements of tactical action and stealth, as well as R&D and base-building.

Would it really need to be stripped down? MGS is pretty anachronistic, and people with unusual powers or high tech prototypes commonly pop up.

There's even advanced lifestyles to help knock together base building and maintenance.

Shadowrun is a pretty close match, if you strip out most of the magic and some of the cybergear.

I was also considering modifying the new Star Wars: Age of Rebellion rules.

Volgin, Psycho Mantis, The Sorrow, The Pain, The Fury, The Skulls parasite unit, Gray Fox, Vulcan Raven, etc? You might want to limit it to Shadowrun's Aspected Magicians and Adepts, (or go with another system) but there's more than a few supernatural & cybernetic abilities demonstrated through the MG series.

You could also use one of the Cyberpunk editions (the latest is Cyberpunk V3.0) if you wanted to run it as a low "magic" kind of game. A lot of what we see in MGS4 is mostly technology (NANOMACHINES), so there's that.

If you REALLY want to get gun-porny, you could use Ops and Tactics (which is an RPG that has been freely released on the internet by the creator and owner).

Those are all good ideas. Indeed, there are quite a few characters in MGS who have weird powers and inexplicable abilities.

I am open to suggestions on the game system.

I want to be very careful not to have a large number of players. I am looking for one or two committed players, to be a close-knit team of partners.
