IC Abducted from another time and given powers MnM 2e Adult
The core of my idea is basically a combination of the 4400 and Fallout 3's Mothership Zeta (something I figured out AFTER I started working through the idea).
For an unknown period, extraterrestrials have been abducting humans from Earth for study and experimentation. The characters will be some of the more successful experiments, now capable of things previously only on the pages of comic books and their accompanying movie franchises. After working their way out of the alien research vessel, the group will make their way to Earth where they will have to learn where they fit in the world while hiding from government agents and possibly aliens who will be searching for them. Core setting would be real word today, with no supers or knowledge about aliens.
The abducted humans have been in and out of cryonics, so can be from as far back as you want. Their memories will only be up until their abduction, so waking up in a sterile, alien lab will be quite a shock. I am planning on focusing on/enforcing temporal language difference (eg a 16th century English-speaker using thou instead of you, or not recognising most slang in use) and culture shock of finding yourself in the technological advanced year of 2016 (even for those from the 90s). For the characters who won't speak English, there are plenty of ways to learn it quickly via a newly enhanced intellect (but still won't be instant) or telepathic translation, but still needing to learn it.
This would be an adult Power Level 8 Mutant and Masterminds 2nd edition game. I have a few restrictions on certain messy powers, such as Mind/Emotion Control, Time Travel, X-Ray vision, and the like, and also anything too 'magical'. That being said I am willing to be fairly open otherwise as long as you can justify how your human body has been changed (or implanted) to be capable of such power, which I expect alien superscience will help explain.
