Seems like that's
always the challenge. There was a thread here or in community chat a few months back that discussed it. The trick seems to be to keep the game moving as much as possible, but expect attrition, have a setup where you can slot new characters in, and perpetually recruit lightly.
I try to keep things moving pretty quickly. I'd likely institute a DM post every 48 hours type of thing (M-W-F-Su-T-Th-S...) and if you haven't posted something by then, you just get skipped. That'll keep it moving at least.
I encourage players in my game to feel a sense of agency and to DO something rather than sitting around debating.
I'll also point out the main draw of this game would be the nostalgia of going through those old modules, and with the lineup I proposed, there will be quite a bit of stuff over the horizon for quite a while. Hopefully, that's enough to keep people interested during parts that are inevitable a bit more boggy.

Likely will just use the progression rules that are native to whatever system we use.
