IC: Create the conspiracy and then play in it (4E D&D)

The players will come up with concepts for first level characters, but would not actually begin play with them. After they have the character, they will work with the GM to create the conspiracy that is going on without the characters' knowledge during the characters' heroic tier career. The characters won't be part of the conspiracy, but it will be manipulating them and causing enough strangeness that they start to wonder. Just as they reach paragon tier, the conspiracy moves into Phase 2 and it's up to them to try to stop it.

Yes, the players would know many of the details of the conspiracy, but even if the characters do too, that doesn't necessarily help them, because most people won't believe them, or are involved themselves, or are killed if they know too much. The PCs would be very much on their own, and hunted by the conspiracy who see the PCs as loose ends that should have been tied up long ago.

My preference would be a yuan-ti conspiracy, with shape-changing snake men, and lots of poison. I think aberration/alien or elemental/fiendish conspiracies could work too. It would be about what the players find interesting.
