IC: Powers and Perils
There is a web site online, but the rules are less than complete, as I recall, and mixed in with an unpublished version 2 from the author. On the plus side, some Heroes magazines are also on the web site, which had some nice expansions from the author.
Warning for the new folks: it's not an uncomplicated game system.
For the folks that know what they are getting into: If there IS sufficient interest, I'd be reducing starting options to one civilized and one barbarian peoples (the Donarians and the barbarians they came from, I forget which tribe that was, off hand) and reducing social class and age options a bit, just to keep characters balanced with each other. All non human options (other than Alfar) would be open, as would all skill options, save, possibly, certain terrains of origin.
Basically, a New World colonization set up, with a hidden sea path known only to a few.
The limits are mainly because of the VERY wide spread in character starting ability and outfitting levels that are possible. It's hard to keep a player's interest of his character is underpowered and superfluous. And that CAN happen with character creation as written, if the dice are nice.
