Everyone plays teddy bears who have to team up and go on an epic quest to find the reason why their children are trapped in nightmare-filled comas. Their adventures would take them through nightmarish fantasy realms and the mean streets of our own world as they strive to untangle a plane spanning plot.

Anthropomorphic? I actully have two pieces of artwork representing 'Wolverteddy' and 'Dr. Pooh'. Always wanted to actually play those in a game.

This would be so fun to play. My daughter collects charlie bears and I have always made up stories for her using them as characters.

It has... Or was it just ironic? "Plüsch, Power & Plunder" is about awakened stuffed animals. There's an english version for sure.
The 24-hour-rpg "Keeton must Die" is something similar, but intended to involve more blood ;)
Cartoon Action Hour could serve well. As wouls WUSHU. Or the older "Toons" (or what was the name?)
Something unrelated could be used like "Risus" or "FATE".

If I would have more time for games, I would join here too. ;)

TOONS is correct.

If I were to run this game, I'd probably use either FATE or BESM d20, since those are the most open systems that i know and enjoy. I can't stand freeform games, to be honest, and I've never heard of the other systems mentioned.
