All for random except the powers.  I always felt that a character's powers should 'fit together' or 'make sense'.

I've given this some thought, and I am down. I would play it. I have this character concept that I have been wanting to play for a while, and I think that I've finally figured out how to do it in Heroes Unlimited.

Sittingbull, would your game have any room for the Legacy System from Page 42 of H.U. 2nd edition? That isn't the sort of thing which fits into every campaign concept.

Well, at least [it means], the game would be strongly directed by the players actions and the GM only moderating, setting the background.

I'd be in, but I am more for picking powers and having a character concept (at least for my own character).  Also, some mechanic for customizing characters would be nice (if possible).
