IC: M&M game where stories and teams are a group effort?

I'm wondering, I've seen a lot of M&M games on the forum, and a lot of people with interesting ideas, but the creation of teams, villains and scenarios as a group effort be something that would interest people?

Basically we'd play an M&M game, but actively engage in creation and side thread ideas. Perhaps some or all of the players could even be the GMs of their own circles within the game (one player running a series of street level stories, another a cosmic story, etc)

Any interest?

Okay so two veteran M&M players, that's good, and aguy777's enthusiasm will be important.

So how much control should the constituent players have vs. a constructed world by the GM (myself in this situation)

I'm interested as well. As for your question, I think it would work best if the base world were constructed by the GM and then the GM and players collaborate on filling that world with heroes/villains, points of interests and scenarios.

This concept might also benefit from a threads for players to dump characters, locations or organizations that are for universal use. Say one player creates a superteam and wouldn't be opposed to other players using them for scenes or battles they could drop their information/stats into this thread for others to make use of.

Start small?

I would imagine that it depends on the player, but I watched a game organically grow from about 2 towns and some espionage to a full blown cosmos over a year, including time travel.

A few select settings that could connect to each other would probably be a great place to start.

If you've got something in mind, I'd go ahead and build the whole frame yourself and let your players fill in whatever details you leave, but if you're just not feeling it, I find you can usually just mention that you're not going to bother setting anything in stone regarding outlandish or cosmic parts of your setting, and for the most part someone (or several someones) will step in and do it for you. Just be clear about whatever universal ground rules you feel are necessary, and let it be known that the rest of that segment of setting is a blank canvas. People will have it overflowing before you know it. Give people a discussion thread, most of the time they'll even collaborate to do it.
