What I mean by city building, is the players will start in a base that has been carved out of an infected city for them, I am leaning towards setting it in New York, they have a relative safe haven they are protecting. They can expand that if they choose but they will have to take regular treks out of their protected area to find supplies.
The three backgrounds I'm going to use for PCs will be:
Military: 1 free dot in physical attributes, 2 free dots physical skills and one military weapon they were able to bring with them, within reason
Scientist/medical: 1 free dot in mental attributes, 2 in mental skills and one piece of medical/scientific they were able to save
Civilian: 1 free dot in any attribute, 1 free dot for all 3 skill categories (physical, mental, social) and one civilian weapon and 1 general item
