Star Wars Saga: Fringe Sandbox

Hello everyone. This is my first post, but I figured I'd start out strong.

What I'm interested in running is a SWSE Sandbox-style game with heavier roleplay leanings. That is to say, there will be plenty of action (this is Star Wars after all), but I will expect more character-oriented thought and planning.

The characters will occupy the fringe of galactic society. They are smugglers, bounty hunters, thieves, slicers, pirates. They are aligned only with themselves, at least at first. They aren't necessarily interested in saving the galaxy, but are very interested in making enough credits to pay off the Hutts. The characters (and their players) will be expected to look at things a little closer than the standard group of Star Wars heroes. They will have to make their own way, and it'll be up to them to choose where they go, what they do, and how they manage to scrape together enough credits to get by. Succeed, and they'll join the ranks of Han Solo, Shug Ninx, and Boba Fett. If not? Well, the Rancor's gotta eat.

I'm wanting to run this during the height of the Galactic Empire, so the main feedback I need is exactly when. I'm waffling back and forth between the Dark Times, after the rise of the Galactic Empire, but before the official founding of the Rebellion, and just after the Battle of Yavin, while the Empire is reeling from the destruction of the Death Star but before the Rebellion has settled in on Hoth.

How about at the end of te Clone Wars?  The empire has established themselves and he option of the masses is beginning to turn against the empire after seeing their methods and actual ruling style.  Plus, on the fringe, there could still be both some Jedi holdouts and some remaining units of the Confederacy that had caused the Clone Wars.

As the Galactic Core is firmly grasped by the Empire, can the remnants of the Jesi leadership and the military units of the Confederacy work together to create a region of peace and freedom?

That sounds pretty interesting for a game concept, actually. If it can be done well. Too many times, I've seen games with not-exactly-heroic characters who treat everyone like crap and the game is terrible to play in as no one gets along or works together or likes each other.

How do you feel about people playing Sith? Even in the loosest sense of the word, dark force user. Or are you wanting to keep it strictly to the movie Canon? Where there are only a few actual force users?

In the case of either the Rebellion or Dark Times eras, I will not be allowing the Jedi class or any other force users. I won't necessarily be adhering directly to canon, but I will be keeping the themes of those time periods in mind. I know that a lot of people believe in the idea that "if there's no Jedi, it ain't Star Wars", but I'm not one of those people.

The likelihood of running into a Jedi is highly unlikely, and even if you did, you'd probably never know it. They aren't exactly in the habit of announcing their presence or swinging around lightsabers during the height of Imperial power.

And to clarify, Broceliande and mesneaky, I am planning a game of scoundrels and smugglers. While I expect an attitude of jaded neutrality, I'm not talking about a game of "bad guys". To put it in Dungeons and Dragons terminology, I'm looking for Neutral, not Evil.

I have a pretty good idea for a character that would work in the fringe.
