Gotham City Imposters

I have been thinking of getting together a modern campaign based off of the combined ideas of GTA, Saints Row, and Gotham City Imposters. What would be a good system to use for that

I've been reading on Gurps. There seems to be a huge gab between medieval and sci fi

 What books in that series have modern content

GURPS High Tech is the gear sourcebook for recent history and modern times.  There are a bunch of other books that have some application, but aren't necessarily directly for modern times.

Given the source material, I'd look toward the lighter, less lethal systems.  M&M (whatever edition) always strikes me as a pretty decent supers system that doesn't requires only a little math.

If I wanted to go math-heavy, I'd probably go HERO over GURPS.  I like both, but HERO is slightly better for simulating superpowers.  It's just... so very much work.

If you want something less adversarial/more collaborative you might look at Fate Accelerated or Fate Core.  GM and players collaborate to design aspects to suit the setting, which more or less sets the tone for the "rules".  There's also a Fate Toolkit available that can help in the game design process.

What about this system? It's all online for free and everyone should have access too it. It seems to have plenty of modern equipment too. Plus D6's are allot more available in my area

I don't know anything much about D6 System other than having played a round or two of Star Wars RPG back in the day.  It seemed a flexible and reasonably cinematic system.  I may have to give it a look in my copious free time lately (see:  http://catb.org/jargon/html/C/copious-free-time.html.  Definition one applies in this instance, I would think.)

With the plethora of good dice rolling apps available (including the one available here at RPoL), using unusual polyhedral dice (like d30) is not near the challenge it used to be, but I suppose nothing yet beats the sound of clattering dice on a tabletop.
