pathfinder closes a bunch of rules loopholes from 3.5 that can be exploited for monster characters...not that you cant build powerful characters within pathfinders ruleset...and fixes some gray area rules and encourages rather than discourages certain builds through perks rather than penalties.
and PFS is a very strict build method.
