solo superheroine with elements of space opera

I envision an original character along the lines of Captain Marvel from Marvel or Lana Lane-Kent from DC. She would have a similar power set. The story would take place in a completely original universe. I would play a half-human, half-alien daughter of the most powerful (or only) superhero on Earth, equivalent to Superman.

Ideally, we would create a story together, with hard choices and ethical dilemmas, problems you can't solve by punching.

The story would break down as follows:
  • Life on Earth. She might or might not have a civilian identity. Even if not, she would have to deal with politics and attempting to have a personal life.
  • Superhero life on Earth, fighting villains and scientific accidents
  • Space opera. Galactic politics. Ancient secrets, a big, strange galaxy. Exploring new uncharted sectors with age-old secrets.

I envision a modern rather than Silver Age tone. As of now I have a rough idea of the set-up in the galaxy.

For rules, I would like something simple. I would not want to get more complex or complicated than Mutants & Masterminds, at most, so something rules light or, at most, rules-medium, please. Perhaps a generic system, ICONS, MHR or the Powered by the Apocalypse superheroes game Worlds in Peril. Let me know?

How about a world that had nuclear detonations and radioactive incidents activate a dormant gene in some humans? This led to a boom of superheroes in the post-war years, lasting through the mid-90s, who were called Atomik Men by the press.

The Soviet Union attempted to synthesize the RA (Radiation Activated) Trait and induce superpowers in loyal agents, but the program unintentionally created a synthetic virus in 1986 that started killing Atomiks at an alarming rate (this was the secret purpose of the Chernobyl reactor). The last surviving Atomik was a paragon called the Paladin; he was the first costumed superhero in 1946, and never seemed to age a day in five decades, he suddenly collapsed and died on Independence Day 1996, on the 50th anniversary of his first public appearance.

Your character would be the posthumous child of the Paragon, born weeks-to-months after his death. She had a certain amount of fame as an infant, but has since faded into obscurity. Now nearing her 20th birthday, she manifests her powers -- a near copy of her late father's -- to become the first Atomik seen in two decades (and, unbeknownst to her, ushering in a second boom).

If that doesn't work, I have another universe that I've populated over the last 35 years, which I can modify slightly to include a Superman-style alien hero.

I'd prefer to run MM3, mostly due to my comfort with the system.

Regarding system: Would Wild Talents or Savage Worlds Supers be OK?

Regarding setting:
How about this world. Our world except that it is the dawn of Supers. Suddenly and inexplicably people begin gaining powers. Which leads to the obvious outcomes. We can take current news and twist it as the story progresses until we end up in a world nothing like our own.

I am starting up a free from game set in either the marvel cinematic or comic book world (currently leaning toward comic).  In it you can play as any marvel hero or villain. Currently Mrs. Marvel is not picked, so you could do that.
Obviously this breaks quite a few of the things you asked for. Those being

Somehow missed the responses.

@EricW: that does not sound bad but it sounds very different from what I had in mind. But perhaps not bad for another solo game. I don't know Savage Worlds or Wild Talents. Although I know nothing about Savage Worlds, what I understand, WT handles things in a very gritty fashion high fatality fashion which would not suit my idea but might suit another supers campaign.

Wild Talents is a bit gritty, though your chosen character concepts have near to complete invulnerability.
