Crime/Police Drama game planning(Co-GM's wanted)

So I'm looking for some Co-GM's to help me plan out a modern day crime/police drama game. I would like a semi-realistic feel to it, but one that would still allow for the players to have fun. Something like Grand Theft Auto I suppose?

The idea of the game would be that players could either be enforcing the law, questioning informants, chasing after bad guys and solving crimes, or they could be a criminal who's looking to set up a gang and take over the city, or perform major heist's, or be a hitman for the highest bidder, to lastly being a reporter looking for juicy stories, or an informant looking to play everyone. The possibilities would be endless. It would be a sandbox game, and I would need Co-GM's to help me run the world and keep it going.

Rules wise I'm not big on getting nitty gritty with mechanics. I prefer a system that has complication in some ways but is fast and easy to understand. That's why I'd likely use a homebrewed system. However, I'd also be open to using GURPS as I just purchased the COPS edition of it and the system is pretty straightforward once you get your head wrapped around the skills and all. I also like the way it allows for very customizable characters. Savage World's is another system I'm a huge fan of and it is also very easy to follow, learn, and runs quickly. My only complaint about it is it's very broad and generic. But we GM's can settle on something, I'm always open to suggestions as well.

Co-GM's would be tasked with helping me run the various plots, act as NPC's, and mostly do the mechanics side of things if I don't like or have vague familiarity with the system, as I'm much more into the story and NPC's. They wouldn't need to post everyday but I prefer they be active and reliable. Please don't apply if you think you won't be able to stick around for at least 4-6 months.

You don't have to be a perfect writer, but I do ask that you be able to write cohesively, use proper grammar, and be willing to post as needed when making your posts(Don't post vague one liners if the situation calls for a paragraph, but don't feel the need to post 3 paragraphs if a one liner will do just fine).
