Players As City Guard, Most like D&D, Pathfinder if possible

This cops / city guard games jiggling around in my head forever. Essentially, I'd like to play in a D&D where the party are a squad of city guard tasked with upholding the law and public safety.

Specifically have an idea for strictly four players:

The city employs a standard procedure of its guards being split into three divisions, the Black Guard, the White Guard and the Gray Guard, the last of which is meant to be as large as the other two combined. The Black Guard is meant to be more militant, while the White is geared toward conflict deescalation and the Gray Guard is more balanced or with other skills.

A single squad is made of four guardsmen, two Grays, one White and one Black. The Black Guard PC should be combat spec'd, the White Guard PC built for diplomacy, one Gray Guard PC more balanced between the two and the last PC geared towards some third skill, like investigation or counter larceny.

A squad will mostly live together in one of the small barracks spread throughout the city. They can report in to the main station or receive their orders through mail.

A long term issue to consider. Would level advancement result in promotion? That is, would higher level PCs be expected to manage a bigger squad or investigate more serious crimes? I can't see a 10th level fighter being a regular beat cop.

This game is rated MATURE: link to another game

a little off your idea but I thought i would pose the idea to you.

the capital city government has fallen.

the squads were:
one mage 2 ranged 3 front line troops

when the government fell the mages ran off to hide, and the rest of the squad scattered.

in this game the "chain of command" that you would originally reported to has crumbled.

you would have to figure out how to transition from highly trained professional military to merc for hire.

you would also have to deal with an initial negative public opinion of you.

pm me if you are interested, this is a mature game

Well, I had imagined it as a city-state part of a larger empire and as you start going up in importance you'd start being sent further abroad.
