Prototyping game

(I'm new here, so my apologies if this is too specific.)

I just re-watched Aliens and it got me thinking about where the marines got all their toys, from Bishop the android all the way up to their big spaceship.  Now, in a normal-style RPG, players would build the pilots and marines and such as their characters.  The lucky or ambitious would maybe get to custom-build stuff, but equipment is usually secondary.  What I'm looking for is a game where the players' focus is on designing the equipment, rather than the people who use it.

Sticking with the Aliens example, one character would design the android, while others design the loader-suit, drop-ship, APC, etc.  Come to think of it, Star Wars is probably a better fit (what with the clones and all).  Rather than gaining improvement with experience, players would be given bigger budgets, higher tech levels, etc.

Jeez, HS, you got banned quick...

A tip for similar noobs; if you're setting up an account thru your roommate's wifi, don't use that wifi password as your account password; the mods regard matching passwords as duplicate accounts and shut BOTH of you down (which can wreck a lot the other person's work).

If you manage to get yourself un-banned, I do think this idea would make for a fun gadget-centric Mutants & Masterminds campaign, and just about any other superhero-style system could also be used.
