The hard-copy isn't out yet, but why should that stop PBP players? The PDF is ready and a free add-on with pre-order!
My best understanding is that it is, pardon the pun, modular. Whether or not it's the 4th-8th campaign presented, I'd love to go in starting at Champion tier, to have a little more variety in my 13th Age PBP.
