I'm looking for a D&D game that takes place in an urban scenario, that accepts slightly evil characters. I'm looking for one that focuses on political over combat, something where all the players fill roles in the town. One player might be a town guard, while another could be a local entertainer. There might be a weapon's teacher or a magical library owner who doubles as a mentor for those with magical talent.

My character concept is as follows;

He is a man who only the town official(s) know his true face, as he is a transplanted executioner who prefers to remain anonymous. He also doubles as a torturer for those who have valuable information against the state or who have broken the law. While he is evil for his actions, he is lawful evil. He looks at his job with the "It's ugly and horrible work, but it's work that someone must be responsible for."

I'd like it if we started slightly higher than 1st level, but wouldn't mind beginning small. I'd either like a guided campaign that takes place within either one town, or focuses on the adventures within multiple towns, or as an alternative a sandbox within a metropolis. For execution and torture rules, I will need access to those things from the BoVD, but the rules are very much not overpowered as the victim/condemned must fully be helpless for the actions to take place.

If there's anyone who would like to try their hand or is already running a similarly explained game, please let me know.

I would definitely be interested in playing in such a game...many ideas have come to mind.
