Sandbox BESM 3rd Edition Idea

Here's the deal, I had a great idea for a game, but didn't want to run it. In most RPGs, people consider combat to be the main means of competition, but dice are just dice, why must they specify combat only?

Japan, Shikoku prefecture, the smallest of the Japanese prefectures. In a tiny town in the middle of nowhere primarily filled with farmers, a school opens it's doors to a new group of transfer students. The world of Spirits and the world of Devils release their young to learn more about being human. However, it comes to pass that there is no strife. Instead they seem to get along fine for the most part, but with a few exceptions. The King of Spirits and the King of Devils made a bet that their children would be more popular and do better in school, pushing their young to do their best. The schools naturally feel obliged to teach the young as if they were human.

Because of the nature of BESM, combat isn't the only means to resolve conflict, powers can also represent other things. Armor might represent emotional armor, a barrier one carries between his peers and himself. Weapon might be a powerful wit, capable of striking fear, lust, or even jealousy in those around. Not to say combat doesn't exist, but if one focuses too much on physical combat, but like the real world, if you fight in school you get expelled eventually, so no one wants that.

Most games focus power types as Magic, Technology, Elemental. But what about Seduction, Subterfuge, Intimidation, Inspiration, Wit? With that many forms of attack, no one would seem overpowered as you might only be good at countering Intimidation and Subterfuge, but someone might inspire you to back down, or be physically strong enough to beat you down instead behind the backs of the teachers if they can avoid being caught. That said, I don't have time to run such a game, but I do have time to help set it up and participate. Who is brave enough to take on another of my wild ideas?
