The concepts are really easy, but the nitty gritty gets complicated.
Developing characters and the NPC's is the worst. Both are built according to the BP system, which is really, really slow and fiddly. And ultimately, specific items don't matter so much as stacking them into the main dice pool. What I suggest is that you set the opposition dice pools in relation to the average party dice pool. So, inferior opposition has party average -3 dice, tougher opposition is -1 or -2, equal is about the same, and superior is +1-+3. Don't worry too much about where the dice come from, just assume if the p-layers can do it, so can the opposition.
When it comes to building scenarios, the traditional dungeon crawl model doesn't work. Shadowrun is more of a heist game, so there are many approaches possible. You need to expect that there are fifteen different ways to approach any run, and then the players will take approach number forty-two. This game encourages lateral thinking and gonzo Rube Goldberg plans, so you should reward it whenever you can.
