Not to slow you down any, but, if you haven't already, take some time to hit the FAQs and the Help system (especially concerning Site Policies).
I'm an old-school gamer, me, so really don't know too much about WoD or Dresden Files kind of stuff, but other folks are out there who are into that, and they'll be glad to see you.
The places to find a game are: Wanted - Players and Game Proposals, Input, and Advice. The first of these is a place where GMs actively recruit for players in existing games. The second is where GMs post proposals for new games they are considering running. This allows them to gauge interest before investing all the work to put a new game together.
If you want to GM, there are Help topics that walk you through the process. The tools available to GMs here are really quite useful and versatile, and many have been developed specifically to respond to player and GM feedback.
Community Chat is an open forum that is basically a place to hang out and just get to know folks and talk about stuff.
