Your best best is check the Players Wanted thread for a game in a system you want play in. Otherwise, at the bottom of the home page is a Search feature where you can search for games by various search criteria.
As for actually applying to a game, when you go to a game you are not a part of, in the bottom right corner is the Request Access link. That's how you apply to a game. Some older games will have an RTJ thread for you to read first, but the site now has it where those are obsolete as GMs can create an RTJ template that appears when you apply.
