No, you go to the Players Wanted forum and check out games looking for players, or you can use the search function from the main page to search for the types of games you want to play (setting, rules system, etc). If you check the option for "only games accepting new players" then you can browse the results and find a game to apply to. Any game with a red asterisk next to its name is accepting players.

When you get to the particular game forum, you can 'request to join' and the GM may then admit you to the game. The GM will tell you what kind of character you can create and how to9 go about the process.
