Is there any powered by the Apocolypse game where I could find a magical girl playbook? I've checked some of the most likely, such as monster of the week, buy nothing so far.

That's a full Magical Girls setting using the PtbA engine. I can't actually find any other Magical Girl playbooks anywhere, unfortunately. Hopefully it helps.
