What software do you recommend?

Is it free or do I have to buy it?

Will it run on iPad?

You might want to look in "Heaven - Gaming Resources" It might give you some ideas.

MapTools. It's free, has video tutorials that help get you going quickly, runs on anything where you can install Java runtime.

It's been years since I used MapTools, but I do remember it being a good experience! I'd second that.

Pyromancer's Dungeon Painter Online. It's free and simple to use.

I've used MapTools extensively in the past, but don't anymore.  The same site, however, holds a true gem of a tool called TokenTool that lets you make small tokens out of images/screencaps.  Right now, I grab a background image, put it into Visio, and then drop tokens from TokenTool onto it and move them around.  Works very well.  I imagine you can do much the same using Draw or a similar open source version of Visio.

None of that would work on a tablet, though, I don't think.
