Why is it, everytime I post a new topic for my game, it automatically starts locked?

That's why. For some reason when you click on the Notice box at the bottom, it sticks it to the top, but it also closes the thread. I don't know why. It's best to just go in and edit the thread afterwards.

That's the default for Notices.  Since they're typically used for providing in-game information, locking them allows the GM strict control over what ends up in them.  And you can go back and edit options on them to unlock them.  One game that I'm in has the OOC thread running as a notice, so it's always right up at the top of the list, but it's unlocked so everyone can post to it.
