Are there any good Systems for SuperHero games?

So...... the title pretty much says it all

The only ones i am aware of are clunky and completely overshadowed by the rules. the one i am most famillier with is M&M 2nd Ed whihc as a d20 system is so rukes clunky i dare not ever use it.

Heroes system has ive been told suffers the same issue and so does GURPS. They all try to completly stat every possible power meaning the rules are too much to even consider introducing people too.

On the other hand looking at games like Fate and other rules light games they don;t go deep enough and can leave the players feeling a little bland as the special thing they can do isn;t really defined, and everyone else is just as special.

Is there a nice balanced system out there or a splat book to give more direction to the rules light versions? how do people hancdle this issue. Overall i'm looking for something that takes 5-10 min to create a character but still leaves players with a sence of uniqueness.
