Management Game Systems

I am quite curious about whether there are any systems out there for handling players that are more dealing with management roles instead of being in the thick of the action.  I'm open to genre specific systems but something more generic would e cool as well.

To better define the thing I want, I mean something like the players are Kings or Rulers of kingdoms and have to properly manage resources and make difficult decisions, or if all the players are ministers working together to run a kingdom.

Or even something like the Watch the skies mega game featured on shut up sit down but not necessarily that many people.


I hope I have made myself clear but I can clarify if needed.  If there aren't any particular systems what have you tried to manage these sorts of interactions in your games

REIGN has some pretty effective rules for organization management.

Pathfinder has a kingdom building ruleset.

There are several others, too.

Houses of the Blooded is always my go-to example for this sort of thing. A good portion of the game is dedicated to being a ruler of a kingdom you build, bit-by-bit. Sort of like Settlers of Catan, but with mercenaries, spies, libraries, barracks, and with less road-building. It's a good time.

Rules-light too, which makes it all the better ;)

I think that if you use FAE and change the approaches to managment approaches such as rescources, intruige, military, trade and perhaps some others you like to see used, that might work out just right! You basically play a country or city-state instead of a single character.

I'm using An Echo Resounding to run a Domain level game here which is such a game.
I've had to make a few changes for PbP play but 80%+ is as written.
The rules seem to be working acceptably so I would suggest it to others.

Your welcome to use my changes if you want, as the author said the original rules were not intended for Player verses Player.

I second REIGN. Exalted 2nd has a system for organization management but most people ignore it.

Thanks for all the suggestions,  these should be great starting points to extrapolate from for different time periods or management of an organization like SHIELD.

Was there ever an X-Com system?  You might see if there's one for that.  It would be right up the SHIELD alley.

There was never an XCOM pnp RPG, though there is a fairly modern board game.  I don't think that helps, though.
