Months back I was looking for a free, easy to use map creator and someone pointed me to a site that was perfect. The map system was drag, drop and scale. I could upload images to use. Granted, the choices were a bit limited if you didn't pay the site's subscription, but you weren't totally gimped.

I had the site bookmarked, but deleted it during my absence from RPOL. If anyone knows the site I'm talking about, please help. Otherwise, any suggestions are welcome. Other than RPTools. That program confuses the heck outta me.

http://roll20.net sounds similar to what you are describing. Although it is more of a virtual tabletop rather than just a map creator.

I use this site to create many of the maps that I then port to Roll20 to use them, and it works very similar to what it sounds like you are describing.
