Is there a system for deadman wonderland?

I was talking hunters and numina, blood magic, static magic, and the whole KotE blood powers and of course the mind turns to that show. Just made me wonder if any system was ever made?

It doesn't look like there's one, no.  You'd probably have to take a universal system like GURPS or FATE and developing houserules for it.

Re: Is there a system for deadman wonderland?

BESM is pretty good for developing games based on anime, it is the general go-to for anime rpgs after all. It has a small following here, so it's tough to know whether you'd find a game here for it or not. But people sure do use the system.

The MHR (Marvel Heroic Roleplaying) system is also very good for developing Power-Sets and is my fave go-to supers rpg, but it's out of print.

So you also might wanna consider looking outside the box and maybe looking at some of the powers in Vampire:The Requiem (at least for some inspiration), the Lancea Sanctum and Circle of the Crone both have blood magic as their schtick and there are numerous bloodlines that can do wild things by spending the vitae points (which is essentially the amount of blood in their system).
You could use similar powers with a Cast by HP mechanic, where HPs for the game literally means how blood is in a character.
