Part of that though is their home life. The bigger problem with education is trying to separate education into a school-only sort of thing, but there is so much that is learned implicitly at that age, that the parents have greater effect than the teachers, but the parents don't understand what they are teaching or even that they are teaching most of the time. And it is made worse by the strange ideas that have become common, such as no spanking, or "childhood is to be fun only, responsibility shouldn't be expected till older, and my favorite (sarcastically speaking of course) "nobody teaches responsibility, particularly with kids, they just expect it to start happening when the kids get old enough."
I was dressing myself and making my own breakfast at age 4, granted is was cereal or instant oatmeal, but still, I was already starting to take responsibility for myself. In fact you can generally tell children of single parents by the fact that such kids have maturity at substantially younger ages (not a bad thing in opinion).
I don't expect most kids to be at that point that young (I have autism, so I'm ahead of the pack in a few limited areas like this) but they should still reach that point quite a bit earlier then they do.
That said, education should be through games. I have never believed in "dry" instruction methods, neither for kids nor for older folks.
